With only a couple exceptions (at BYU), students throughout the state can get a far better, more comprehensive plan than the school-sponsored alternatives and get a lower premium at the same time. At BYU, if you are a single student or a married student (and both you and your spouse are full-time students at BYU), the school-sponsored plan is less expensive, but very bare-bones.
